datafusion 24 was released today which allows us to bump to arrow 38, of course arrow 39 was also released today 😆 Upgrading datafusion and arrow are dependent on my work completing with this pull request since some deprecated symbols are now fully removed as of 38.

wasn't your last upgrade PR merged a week back or so? 😄

@Chitral Verma yes, datafusion and arrow are moving quickly as of late, and they're consistently bringing new and desirable features in. Fortunately with these two very changes there are not any breaking APIs necessarily just removal of old ones
